The more oxide built up on the anode, the higher the dielectric strength.As voltage is applied across the terminals of the capacitor, a small current passes through the electrolyte to charge the capacitor. The majority of this current is used to oxidize the aluminum. As the capacitor reaches maximum charge, the current drops to a very low value, and the dielectric is formed.
