This dielectric layer (or double-layer cap) causes the charge in the capacitor to build up in a static manner, allowing electricity to flow in and out of the device without having to move the charge within.When voltage is applied to the capacitor, current flows into one of the conductive plates and charges up the dielectric layer. The electric field created by the charges in the dielectric layer acts as an insulating layer, preventing any further leakage current.
