The first stage is activated when the CE input is low and the CK input is pulsed. The second stage is enabled when the CE input is high and the CK input is pulsed.The output of the SN74ALS259DR is held in a state until the rising edge of the next clock pulse releases it. The latch is also transparent when the CE input is held low regardless of the state of the CK input.
