As the choke creates a large impedance to common mode noise on the lines, the differential mode noise will be blocked by the capacitors and resistor. Furthermore, the fuse element provides local OVP (over-voltage protection) to the filter. It eliminates spikes on the power lines and protects the lines and other components within the circuit.
