When the output is in low voltage state, the open collector transistor acts as a resistor, giving the output stage a low voltage value by discharging the current. This process continues until the input voltage rises above the switching thresholds, at which point it switches to the Logic 1 state and the transistor stops discharging current. Thus, the output voltage rises up to VCC, forming a valid Logic 1 level.
