Through Hole Resistors are generally used in various electrical components in a wide range of areas, including power electronics, individual electronic components, annunciatorial systems, and control systems. So the voltage across each resistor will depend upon the value of their resistance, with the voltage across the resistor with the less resistance (R1 in this case) being higher, and the voltage across the resistor with more resistance (R2) being lower. This is how the 25J16KE resistor works - it is connected between two exposed points on the circuit, and supplies resistance to the current so that the voltage in the circuit remains the same. By manipulating the resistance, the current and voltage in the circuit can be controlled.
