When the rocker switch is turned on, the switch button contacts with the link plate which connects the metal block to the terminal, thus completing the circuit, which controls the switch on/off of the circuit. When the switch is turned off, the metal block is disconnected from the terminal, but the link plate continues to be connected, hence the circuit remains closed.
