This conducts a Grounded Collector Voltage Controlled Oscillator (VCXO) which has a frequency stability of +/- 0.3 ppm. The clock frequency is determined by the quartz crystal and a series of resistors and capacitors which determine the frequency. The unique feature of VCXO oscillators is their ability to adjust the frequency of the oscillator independently of the load.
