Furthermore,there are three inputs in the SN74LS292N, the Up/Down input, the Clock input and the Enable input, that are connected to the logic control circuit.

At the start, when the clear input is active (low logic level) the Q4 output is low and the Q3 to Q0 outputs are all high. Then, when the Enable input goes to high logic level, the Clock input cycles from 0-1 and if the Up/Down input is at logic 1, the counter counts up. For example, initially the Q4 output will be low and the Q3 to Q0 outputs will be at logic high, when the clock input cycles from 0-1 the outputs of the F/F\'s change from 0001 to 0010. The special thing about this counter is that the counter can count down if the Up/Down input is at logic 0. Thanks to the circuit of the SN74LS292N, when the clear input is active, the counter exercises its down counting principle and can count down from 1111 to 0000.
