When the output is low, the pull-up transistor is off, allowing the pull-down transistor to conduct and subsequently pull the Voltage at the Output line low. When the output is high, the pull-down transistor is off, allowing the pull-up transistor to conduct and consequently pull the voltage of the Output line high.
