When the OE signal is set to a low signal level, the data bits at the inputs will not be transferred to the outputs immediately and instead, they will be held in the latching first. When the OE signal is set to a high again, the most recent updated inputs data will be latched in the output.

Next, there is a possibility to override the Output Enable (OE) input with the Output Retransmit (R)/Complement (C) inputs. When the R/C signal is set to a logic low, the Output Enable (OE) control signal will be overridden and the data at the inputs will be transferred to the outputs immediately, even if the OE signal is set to a low signal level. If the R/C signal is set to a logic high, the Output Enable (OE) signal will continue to control the transfer of data from the inputs to the outputs.

Finally, if the Master Reset (MR) input is set to logic low, all the outputs will be set to logic low irrespective to the states of the other control signals. When MR is set to logic high, the latches are enabled and operate as per the states of the other control signals.
