The PFD is used to compare the frequency and phase of the input clock and generate an error signal which is then fed back to the oscillator. The frequency synthesis of the output signal is achieved by varying the VCO frequency by controlling the voltage. The error amplifier is supplied with the error signal generated by the PFD. The PFD responds to compare the phase and frequency of the reference clock and the output of the VCO. When the phase and frequency of the two signals match, the loop is said to be “locked” and the output of the VCO will maintain a stable frequency.
