Working Principle: SN74HC148NSR is built around 8 priority encoders, which convert one of 8 active-low data inputs to a 3-bit binary code, depending on which input is active-low. An active-low enable pin (EN) is used to select the data input pins. The data output is encoded in a binary code, the most significant bit (MSB) being the highest priority input.

The priority encoder works in much the same way as a multiplexer. An inverted logic signal is presented at each input. The logic signal is then gated to the outputs, depending on the state of the enable line (EN). If the enable line is high, the none of the outputs will be active. If the enable line is low, the encoder will allow the signal at the highest priority input to pass through and will reset all other inputs. In other words, when more than one data input is received, the device will use the data from the highest priority input while ignoring all other inputs.
