Working principle

The SN74LS541DWR is an octal buffer and transceiver that provides non inverting open-collector outputs and allows two-way level translation between logic levels. The eight buffers act as identical line drivers with an open-collector output that can be connected to either 5V, 3V, or supply rail levels. The device can also be used as transceivers with non-inverting logic levels representing either logic 0 or logic 1. The transceivers also accept two complementary logic input signals and drive other ICs that require a complementary logic input. The latch mode allows it to be used as bi-directional latches, or as a buffer or level shifter. It works in conjunction with an enable pin,so that data can be control when necessary.

The SN74LS541DWR devices are originally manufactured by Texas Instruments, making it one of the most relied upon components for digital systems. It is a low power device, consuming about 0.153 W at 3.3V-5V and as low as 0.69 mW whenbiased at 2.5V.
