When a capacitor is connected between two pins or connected to an RC series circuit, the DC voltage of these two pins is definitely not equal, indicating that the capacitor has been broken down.

 

Note : generally do not analyze the working principle of the internal circuit of the integrated circuit, because it is quite complex.
