It\'s a synchronous up/down counter which can be used to build larger modulo counters like decade counters or binary counters. The 101-74J3 3-input NAND gate is used to control the up/down count signals for the 75191 counter. It has three data inputs, a reset input, and two clock inputs (up and down clock). The down clock input is controlled by the 74A4 4-input NAND gates which are connected to the up/down count signals for the 75191 counter.
