The 74ACT163SC is a 4-bit high-speed synchronous binary counter. It features include synchronous binary up- or down-counting capability with internal look-ahead carry propagation for cascading multiple counters without additional propagation delays. Some of the additional features given by 74ACT163SC are the ability of preset clear counter and the block of asynchronous reset signal.

This chip is a 4-bit synchronous binary counter. The implementation of two oscillator terminals clocked by a signal in low or high logic level make it possible to count up or down. Using what is called look-ahead carry propagation makes it easier to cascade multiple counters without additional propagation delays. Look-ahead carry propagation works in synchronizing the individual counter stages, making that when each counter reaches 10 in binary (1010b) regardless of the speed of operation, it updates the next stage to 0 following the binary display order.

The preset terminal of this chip gives it the ability of quicker preset the output of each stage to a logic HIGH what ever the count is. An asynchronous reset signal will also clear each stage independently from the clock input. This is done using a clear input signal not affected by the clock.

The output of the chip can be either asynchronous or synchronous depending on the total count of bits and the application of the circuit. Usually it is synchronous, because it increases the speed of operation and can be very useful in multiplexers and decoders.

The application field of the 74ACT163SC include clock generation and but also signal rate measurement devices. In general, the chip is used any kind of signal generation and signal rate devices. In clock generation situations, as an oscillator, it is used to generate a square wave with a given frequency or just to multiple or divide a given signal frequency, saying it to its upper or lower multiples or decimal fractions.
