It has address inputs for its 16 outputs which is selectable by two binary address inputs A0 and A1. It has two active LOW output enables (OE1, OE2) which are used to control the output logic state. It was designed to be used with 5 V power supply and is able to operate up to a clock frequency of 120 MHz.Application Field

It operates by decoding the two binary address inputs (A0 and A1) and enabling the appropriate output (O1 to O4). The output of the 74VHCT138AN is active only when both output enables (OE1 and OE2) are LOW. When the output enable is HIGH, the output will be in the HIGH IMPEDANCE state.
