When a voltage is applied to the plates, the electrolyte becomes polarized and develops a space charge which increases the total capacitance value. This increased capacitance creates a storage system which transmits power. The capacitance value increases as the voltage applied increases and its decay is due to the leakage of ions from the electrolyte.
