This, in turn, creates a large amount of current, thus creating a breakdown of the junction.

This refers to the normal operation of the device when no surge or overvoltage events take place. In the off-state mode, the forward voltage drop of the LC70A is negligible and the device carries no load current.

In this mode, the LC70A is designed to clamp the surge or overvoltage event to its own breakdown voltage, thus limiting the voltage across the protected devices. This, in turn, prevents them from getting damaged.
