In the very beginning, when the input power supply is connected, the high-side MOSFET will be turned on and let current flow through the inductor to build up magnetic flux. Then the current reaches its peak and the low-side MOS FET will be turned on, switching the route of current. As the current changes, the magnetic flux will collapse and generate a voltage opposite to the input voltage, this is how the output voltage is generated.
