Tantalum capacitors are a type of electrolytic capacitor. They have one anode that is made from a sintered pellet of tantalum, and the other side of the anode is coated with an oxide film. This oxide layer acts as an insulating material, thus preventing electrical current from flowing between the two sides of the capacitor. When the voltage is changed the stored charge then causes a reverse current to flow in order to maintain balance. This is known as charge reversal and it helps the capacitor to perform its functions as a signal smoothing component.
