At the same time, the negative ions in the electrolyte also move to the surface of the aluminum foil and form a capacitive insulation layer with the positive ions to create a symmetrical electric field. This electric field in turn maintains the separation of charge on each side of the oxide layer and stores electrical energy inside the capacitor.
