When a voltage is applied to the anode and cathode, a current passes between them which forms an electrolyte layer between both side foils. This electrolyte layer is then polarized into the dielectric, and the anode foil acts as an energy storage device. When the voltage is released, the capacitor discharges its energy until the voltage between the two foils is equalizes.
