Why the current 3D camera-based solution has not yet achieved a stable effect?

Recently, the draft of the Criminal Law Amendment (11) was submitted to the Standing Committee of the National People's Congress for deliberation on the 28th. It is proposed to amend the supplementary criminal law in six aspects.

According to the draft regulations, anyone who throws objects from a high altitude, endangering public safety, shall be sentenced to criminal detention or control, with a fine or a fine. Anyone who commits the acts mentioned in the preceding paragraph that causes casualties or other serious consequences, and at the same time constitutes other crimes, shall be convicted and punished in accordance with the provisions of heavier punishment.

To put it simply, high-altitude throwing will be subject to detention, control or fines. If it directly/indirectly causes injury or death, it will constitute a crime.

In terms of high-altitude projectiles, my country has clearly stipulated the liability for high-altitude projectiles in the "People's Republic of China Tort Liability Law" that came into effect on July 1, 2010.

If the source of the parabolic cannot be confirmed, the residents of the entire building may become the "defendants" and share responsibility. Although this method can be regarded as a great weapon to control the high-altitude throwing in the community, the punishment method similar to "sit down" often attracts complaints from residents.

Parabolic problem

However, as far as the present situation is concerned, the parabolic problem at high altitude involves issues such as free landing of objects and air resistance in the process from "throwing" to "landing." Because of the perspective and other issues, it is impossible for the people downstairs to determine the floor and room where the object was thrown in the first time.

In the previous treatment methods, if no casualties or property damage were caused, warnings were usually the main reason; once there were casualties and other problems, preliminary calculations would be carried out to roughly calculate the parabolic floor, and this part of the staff would need to take out their own Evidence that "does not meet the parabolic conditions" is used to remove doubts; other personnel need to jointly bear the liability for compensation.

Although some communities have adopted cameras for monitoring, it is undeniable that this type of monitoring cannot serve the purpose of monitoring after the fact.

In domestic residential buildings, mainstream buildings are usually 30 stories (ie 90 meters in height). Under this condition, the property owner usually makes several mistakes in order to control costs and other problems:

1. Use low-pixel cameras: Although 3-megapixel and 5-megapixel cameras have become mainstream, in actual applications, most properties purchase cameras with 1.3 million pixels or lower, or even low-end analog cameras;

2. Insufficient number of deployments: In order to reduce the cost of investment, most property owners will only purchase a few cameras, and they cannot even achieve the minimum requirement of "one per wall";

3. Installation position problem: Due to site problems, most surveillance cameras are installed in areas such as walls, and the distance to the monitoring target is relatively close, so the cameras have to use the "head up" method for monitoring. In addition, some companies have proposed a "top-down" monitoring model. Although this model can effectively ensure that video surveillance can see the entire building, it will infringe on the privacy of users.

In addition, some AI companies have proposed to use algorithms for identification, but the application in actual scenes is extremely complex, such as drying clothes, flying insects, wind, rain, snow and severe weather conditions, which will greatly increase the false alarm rate. Users’ lives cause trouble,

Under this series of problems, what was originally used as a device to solve the parabolic problem at high altitude can only be reduced to a "furnishing".

How to layout video surveillance?

So how can the layout play a real role in monitoring high-altitude parabolic problems? In normal surveillance, due to distance issues, there are specific requirements for the selection and installation of video surveillance.

In terms of selection, you need to choose different cameras for different floors:

1. For layers 1-14, 3 million pixels, 2.7mm to 13.5mm focal length cameras can be selected;

2. For 14-30 layers, 4 million pixels, 2.7mm to 13.5mm adjustable focal length cameras can be selected.

In order to pursue a good visual effect at night, it is best to use a camera with night vision effect, and the infrared distance needs to be about 100 meters.

If you are looking for a small number of cameras to cover the entire floor, you can choose a 5-megapixel binocular camera. Its advantage is mainly that the wide-angle camera monitors all floors, while the local camera can identify the window personnel-but this choice may be Violation of personal privacy issues.

In terms of video surveillance deployment, different scheme designs can be adopted according to the design of the building. Usually, a set of surveillance equipment on a single floor is used, that is, a set of surveillance equipment is set at each of the four angles.

At the same time, some companies have also proposed solutions for 3D cameras. The 3D vision system uses revolutionary 3D vision sensors and 3D vision algorithms to capture and analyze the 3D information of the scene in real time to solve the mutual occlusion in traditional 2D images. It can judge and recognize the attributes of objects, which will improve the accuracy of video surveillance in complex scenes.

However, compared with two-dimensional cameras, 3D cameras have higher costs and have certain requirements for computing power performance, which ordinary enterprises cannot meet the higher requirements.

It is understood that currently three-dimensional cameras usually use two methods: one is a binocular camera, and the other is a camera based on 3D structured light.

But it is undeniable that although binocular cameras have been used in access control and other environments, they still have certain challenges in the face of large scenes; and in terms of 3D structured light, there are greater requirements for light-if Encountering strong light will cause the structured light to appear light attenuation, which will affect the accuracy of the algorithm.

Therefore, the current solution based on 3D cameras has not yet achieved a stable effect, and commercialization will take some time.

Write at the end

In addition to the monitoring range covering the balcony area, the monitoring and evidence collection of high-altitude parabolic objects after landing should also be taken into account to prevent some objects from moving. Therefore, it is necessary to include the public road areas in the community most prone to high-altitude throwing into the high-altitude parabolic monitoring system plan to form a complete chain of evidence before, during and after the high-altitude throwing.

In general, it is difficult to prohibit the parabolic behavior of the community in a short time only by publicity and education. It is necessary to use the power of science and technology to continuously improve the AI + video surveillance solution, not only to make the monitoring range as far as possible to cover all the balconies of the community, but also Continuously optimize the AI algorithm, accurately identify high-altitude parabolic behavior, achieve early warning and have laws to follow to effectively avoid the occurrence of high-altitude parabolic behavior.

In addition to high-altitude parabolic behavior, AI can also be used to practically solve other pain points in the community, such as lake defense in the perimeter, crowd gathering in the community, garbage classification, illegal parking, etc., to help the property improve governance and service capabilities, and provide residents in all directions Provide a safe and smart community living environment.
