The reverse breakdown line is the maximum forward current that can be applied to the device without breaking down.

When the current being applied exceeds the reverse breakdown current, the device starts to regulate. When the current drops below the reverse breakdown current, the device stops regulating and the voltage begins to drop. The device continues to regulate until the current equals the operating line and the voltage returns to the regulation line.
