When the capacitor is discharging the cation layer on the metal surface decreases and the electrons can flow back through the capacitor and charge it up again. The overall charge storage and power handling of the capacitor is determined by the thickness of the cation layer. As the cation layer grows thicker, the capacitor can handle more voltage and higher electric currents.
