When potential is applied, it forms electric double layer on the metal plate surface, which is called capacitor. The basic working principle of aluminum electrolytic capacitor is that the excess charge on the plate causes negative charge at the oxide film and positive charge at the metal layer. This results in an equal amount of negative charge on the electrolyte and a separate metal layer of positive charges, thus forming an electrochemical capacitance. In addition, when there is no potential applied, aluminum electrolytic capacitor behaves like an electrical insulator. Therefore, when an electrical potential is applied, electrons can be easily moved between the plates and the electrolyte producing an electric field between the two metal plates.
