In the HS stage, when the voltage input is applied at the Gate pin of the P-Channel MOSFET it is turned on, then the Gate of the N-Channel is connected to the Source pin of the P-Channel to turn it on. The output of the EL7212CN is then connected to the Gates of the IGBTs and MOSFETs in the given circuit.

In the LS stage, the operation is similar but reversed. The Gate of the N-Channel is turned on first and then the Gate of the P-Channel is connected to the Source pin of the N-Channel to turn it on. The output of the EL7212CN is then connected to the Gates of the IGBTs and MOSFETs in the given circuit.
