This electric field causes ions in the electrolyte, which are attracted to the two aluminum foils, to migrate as well. The ions become positively charged on the anode, and negatively charged on the cathode. This in turn creates an electric double layer of capacitance between the two electrodes. The phenomenon of capacitance occurs only when the applied electrical voltage meets or exceeds the rated voltage for the component, which in this case is 250V.
