The collector-emitter voltage is near its maximum value, as the base current is insufficient to turn the transistor on fully. The voltage between base and emitter is near zero, since no current is flowing through the base-emitter junction. This is known as a cut-off region and it is characterized by a decrease in input current and a decrease in collector current.
